BNX Converting states it “produces all air filters, masks and PPE locally in the United States with an American work force,” at a Houston facility it describes as CDC, EPA and FDA registered. The registration numbers are published: EPA 101638-TX-1 for the filters, 3017489417 for the masks and PPE.
The claim is in the product title

The masks are qualified; the filters are not
This is the distinction that matters, and BNX draws it itself. Its N95 and KN95 pages carry an asterisk: “Manufactured in the USA from globally sourced components.” The HVAC and cabin filter pages carry no such qualifier. Two product lines from one company, two different standards of claim, and this profile does not blur them.

The Federal Trade Commission requires that an unqualified Made-in-USA claim rest on all or virtually all domestic content, and that a qualified claim say plainly what is imported. BNX does both, in different places — unqualified on filters, qualified on respirators — which is the behavior the rule is designed to produce.

The story

BNX Converting is a converter: a company that takes rolls of filter media and turns them into finished goods. That is an unglamorous description of a business that became briefly essential in 2020, when American demand for respirators collided with a supply chain running almost entirely through Asia.

The Houston plant was inspected and approved by NIOSH and the CDC for N95 production, and the company still publishes the paperwork — NIOSH approval letters, Nelson Labs filtration reports, OEKO-TEX Standard 100 certification, and its EPA and FDA registrations — on a certifications page rather than describing it in prose.

The filter line is where the business settled. MERV 8 and MERV 13 pleated HVAC filters built on a single-sided one-piece frame made from recycled cardboard, and HEPA-grade cabin filters sold by vehicle fitment. The media is synthetic and electrostatically charged, engineered for low pressure drop so it can run on older air-conditioning systems a denser filter would choke.

Why they matter

Air filters are a commodity. They are bought on size and MERV rating, stacked in big-box aisles, and almost never chosen on where they were made — which is exactly why so few carry an origin claim at all.

BNX put the claim in the product title and the EPA registration number on the page. That is a decision to be checkable, in a category where nobody checks.

The counter-example is on the same company’s own site. Its respirators say plainly that they are made in the USA from globally sourced components. A company willing to publish the weaker claim where the weaker claim is true is more believable when it publishes the stronger one.
